I asked my local college and City Hall (left them with my number) for the reason on why we have a flashing yellow arrow that's.... Never going to go green. Well, someone from the Dept. of Transportation rang me up and told me,
"We added the signal in to make sure no one turns left into the campus when the walk signal comes on. That's all. We're not planning on turning it into a true left turn signal nor are we considering on upgrading the sensors at that intersection at this time."
Uhm, what? Why waste a left signal when all you can do is add a dot-matrix sign that lights up "NO LEFT TURNS" when the crosswalk is on? (I should probably point out that the intersection in question has a lot of foot traffic during the college's peak hours, mostly in the spring, summer and fall quarters.)

I kept asking them but they kept leading me away about traffic efficiency and pedestrian safety - two things that I don't believe in.

I can imagine the accident at this intersection already. Someone is tweeting and they turn left - BAM!

Well at my school you are allowed to turn left when the pedestrians are crossing, but accidents like never happen. They should just remove the turn signal all together. It would make it safer, if I was new there, I would assume that means "cautionary left turn"
